All right, well, if it's plugged into the computer via cable, you're correct. It's not going to need a battery, more than likely. It's only the Bluetooth ones that require a battery. If it was a Bluetooth one, I would say, one, check the batteries. Two, go to the Bluetooth settings and make sure that the mouse is connected. You might have to click on it to connect the mouse. If it's wired and has a cable that plugs into a USB port, that I wouldn't know where to start, except for what you're going to do after the net by taking it out of the one port and plugging it into another port. That might do the trick. But if it's hooked up to the new computer that you have, that computer is only about a year old. I don't know why the USB plug on the computer would be bad.
