It's true, I've talked to Papa. In the Papa system, if you need to communicate to Papa like in an emergency, there's no charge. But if you want to become a regular and be heard, they don't actually force you to pay but they insinuate you ought to pay. And if you imagine, there's a repeater like Los Angeles is surrounded by mountains so you can have a repeater up 3,000 meters high where there's snow and ice in the winter so it costs a significant amount of money to fix the repeaters.
