So the FSHWS, it doesn't make potential property damage from sustained winds ranging from some damage in a category one hurricane right up to catastrophic levels of four or five. Five is the limit. But property damage isn't the only really serious effect from a hurricane. A low category hurricane may still cause humongous tidal surges and release a torrential rain triggering severe floods and other hazards which will result in death for a lot of people. Stop it.
