This was a study that was just published this month. Some of the categories are taking into consideration storm surges. These are elevated sea water levels near coasts and rainfall, for instance, caused almost 8% of hurricane deaths. But they're not accounted for in the Separate Sense of the Hurricane Wind Scale, or the acronym at the HWS, which forecasters currently use to categorize hurricane severity and communicating hurricane risks to the public. Some experts have come out and they've argued that the threat of storms is not always properly shown in the Separate Sense of the Hurricane Wind Scale 1 to 5 category ratings, which are based solely on wind speed.
