Because you will see some of the meteors possibly skipping across the Earth's upper atmosphere. You may not see a ton of meteors in the early or even late evenings, but you will see some. That is definitely from experience. Over the many decades that I have been watching the Perseus, the radiant, in the constellation Perseus rises in late evening and is highest at dawn. As seen from the northern atmosphere, that's why meteors are best before dawn. Also on the side, that is the best time. It's like bugs on a windshield. Those meteors are hitting the front end of the Earth.
