Unlike AM or single sideband where multiple signals may be heard simultaneously FM receivers tend to lock on to the stronger signal once it exceeds the weaker signal by a certain amount typically several deficit decibels. This is one reason FM communication often sounds cleaner and are less susceptible to weak interference from other modes.
