when it comes to talk to me, but yeah, from what I can tell from the research that I've done, PacLink is a standalone thing, they do radio to radio, then you've got TID radio, which is another one of these services that uses a basic service and they've got a backbone called OD Master, which is like a group of channels and stuff, a group of channels and stuff on their network. But essentially, all POC radio users have all got their own network and what they do on there is different than what Talk to Me is doing because Talk to Me has a ham radio only backbone, like a ham radio only network through Hlink, that for ham's is built right into their radios.
