So it looks like from the interwebs here, let's see, while the phrase yelling fire in a crowded theater is a famous example of the limits of free speech, the act itself is illegal and can lead to serious charges, especially if it causes public panic. The charges can range from disorderly conduct to reckless endangerment, clear and present danger. The legal concept was introduced in the 1919 Supreme Court, Schenck versus the United States, blah, blah, blah, blah, blah, hypothetical example to explain that free speech protections do not extend to words that create a clear and present danger.
